40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中提出(chu),推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色城鎮、綠色社區。

方案中提出,持續提升綠色建筑比例,大型公共建(jian)(jian)筑(zhu)和(he)國(guo)家機(ji)關(guan)辦公建(jian)(jian)筑(zhu)、國(guo)有(you)資金參(can)與投資建(jian)(jian)設(she)的其他公共建(jian)(jian)筑(zhu)按(an)照一星級以(yi)上綠色(se)建(jian)(jian)筑(zhu)標準(zhun)進行建(jian)(jian)設(she)。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索既有(you)建(jian)筑(zhu)節能(neng)改造市場化模式,推進公共(gong)建(jian)筑(zhu)能(neng)效(xiao)提升(sheng)試(shi)點城市建(jian)設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到(dao)2025年,城鎮新建(jian)建(jian)筑(zhu)100%執行(xing)(xing)綠(lv)色建(jian)筑(zhu)標準(zhun);到(dao)2030年,全省(sheng)新建(jian)建(jian)筑(zhu)嚴格執行(xing)(xing)建(jian)筑(zhu)節能設計(ji)標準(zhun)。

方案中還提出,鼓(gu)勵(li)在建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)領域規模化應用(yong)可(ke)再生(sheng)能(neng)(neng)(neng)源,提(ti)高太(tai)陽能(neng)(neng)(neng)、風能(neng)(neng)(neng)、地(di)熱能(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)等可(ke)再生(sheng)能(neng)(neng)(neng)源綜合(he)利用(yong)水(shui)平(ping)。可(ke)再生(sheng)能(neng)(neng)(neng)源利用(yong)設(she)施與建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)主體(ti)工(gong)(gong)程同(tong)(tong)(tong)步設(she)計(ji)、同(tong)(tong)(tong)步施工(gong)(gong)、同(tong)(tong)(tong)步驗收。開展建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋(wu)頂(ding)光伏(fu)行動,充分利用(yong)既有建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋(wu)頂(ding)資源建(jian)(jian)(jian)設(she)光伏(fu)發電(dian)(dian)設(she)施,鼓(gu)勵(li)工(gong)(gong)業(ye)廠(chang)房屋(wu)頂(ding)建(jian)(jian)(jian)設(she)光伏(fu)發電(dian)(dian)設(she)施,大幅提(ti)高建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)采暖(nuan)、生(sheng)活熱水(shui)、炊事等電(dian)(dian)氣化普(pu)及率。推(tui)進熱電(dian)(dian)聯產集中供暖(nuan),加快推(tui)動工(gong)(gong)業(ye)余熱供暖(nuan)規模化發展,因地(di)制宜推(tui)行熱泵、生(sheng)物質能(neng)(neng)(neng)、地(di)熱能(neng)(neng)(neng)等清潔低碳供暖(nuan)。提(ti)高建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)終(zhong)端電(dian)(dian)氣化水(shui)平(ping),建(jian)(jian)(jian)設(she)集光伏(fu)發電(dian)(dian)、儲(chu)能(neng)(neng)(neng)、直(zhi)流(liu)配電(dian)(dian)、柔(rou)性用(yong)電(dian)(dian)于一體(ti)的"光儲(chu)直(zhi)柔(rou)”建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。到2025年,城(cheng)鎮(zhen)建(jian)筑(zhu)可再生能源替代率達(da)到8%,新(xin)建(jian)公(gong)共機構建(jian)筑(zhu)、新(xin)建(jian)廠房屋頂光伏(fu)覆蓋率力爭達(da)到50%。

近日,中共河南(nan)省(sheng)委、河南(nan)省(sheng)人民(min)政府(fu)印發《河南(nan)省(sheng)碳達峰實(shi)施方案》,并發出通(tong)知,要求(qiu)各(ge)地(di)各(ge)部門結合(he)實(shi)際認真(zhen)貫徹落實(shi)。《河南省碳(tan)達峰實施方案》主要內容如下:為有力(li)有序有效(xiao)做好(hao)(hao)碳達峰工作,根據《中共中央、國務院關于完整準確全面貫徹新發展理念做好(hao)(hao)碳達峰碳中和工作的意(yi)見》等(deng)文件(jian)精神(shen),結合我省(sheng)實際,制定如下實施方案。一、總體要求(一)指導思想。以(yi)習近平新時代中國特色(se)社會主義思(si)想(xiang)為指導,全(quan)(quan)面貫徹黨的十(shi)九(jiu)大(da)和(he)十(shi)九(jiu)屆歷次全(quan)(quan)會精神,深入(ru)貫徹習近平生(sheng)(sheng)態(tai)(tai)文(wen)明思(si)想(xiang),落實(shi)促進(jin)中部地區崛(jue)起、黃河流域(yu)生(sheng)(sheng)態(tai)(tai)保護(hu)和(he)高質量發(fa)展(zhan)(zhan)(zhan)等國家戰(zhan)略,立足新發(fa)展(zhan)(zhan)(zhan)階段,完(wan)整(zheng)、準確、全(quan)(quan)面貫徹新發(fa)展(zhan)(zhan)(zhan)理念(nian),服務構建(jian)新發(fa)展(zhan)(zhan)(zhan)格局(ju)(ju),深入(ru)踐(jian)行綠水青山就(jiu)是金山銀(yin)山理念(nian),把碳達峰、碳中和(he)納入(ru)經(jing)濟社會發(fa)展(zhan)(zhan)(zhan)全(quan)(quan)局(ju)(ju),堅持系(xi)統觀念(nian),統籌發(fa)展(zhan)(zhan)(zhan)和(he)安全(quan)(quan),以(yi)經(jing)濟社會發(fa)展(zhan)(zhan)(zhan)全(quan)(quan)面綠色(se)轉型為引領(ling),以(yi)推動能源綠色(se)低碳發(fa)展(zhan)(zhan)(zhan)為關鍵,深入(ru)推進(jin)碳達峰行動,加快形(xing)成節(jie)約資(zi)源和(he)保護(hu)環境的產(chan)業結構、生(sheng)(sheng)產(chan)方式(shi)、生(sheng)(sheng)活方式(shi)、空間格局(ju)(ju),確保如期實(shi)現(xian)2030年前碳達峰目標。(二(er))工作原(yuan)則——統籌(chou)規劃(hua),協同推(tui)(tui)進。堅持前瞻性思維(wei),加強統籌(chou)協調,一(yi)(yi)體謀劃(hua)、一(yi)(yi)體部署、一(yi)(yi)體推(tui)(tui)動(dong)(dong)、一(yi)(yi)體考(kao)核(he)碳達(da)峰、碳中和(he)工(gong)作。處理好(hao)發(fa)展(zhan)(zhan)和(he)減排、整體和(he)局部、長遠(yuan)目(mu)標和(he)短期目(mu)標、政府(fu)和(he)市場的關系,搶抓發(fa)展(zhan)(zhan)機遇,推(tui)(tui)動(dong)(dong)經(jing)濟社會綠色低(di)碳轉型發(fa)展(zhan)(zhan)。——穩(wen)妥(tuo)有(you)序(xu),安(an)(an)全降(jiang)(jiang)碳。堅持底線思維(wei),強(qiang)化風(feng)險(xian)意(yi)識,統籌經濟(ji)增(zeng)長(chang)和平穩(wen)降(jiang)(jiang)碳,確保能源安(an)(an)全、產(chan)(chan)業鏈供應鏈安(an)(an)全、糧食安(an)(an)全和人民群眾正常(chang)生(sheng)(sheng)產(chan)(chan)生(sheng)(sheng)活(huo)。——目標引領(ling),分(fen)類施(shi)(shi)策。堅持(chi)一盤(pan)棋思維,按照(zhao)系統(tong)性(xing)、動態性(xing)要求,科學設(she)置各地及重(zhong)點領(ling)域、行業、企業碳達峰(feng)目標任務。堅持(chi)目標導向、結果導向,精準施(shi)(shi)策,分(fen)類推(tui)進(jin),為實(shi)現碳達峰(feng)目標提供有力支撐(cheng)。——政府引導,市(shi)場推動。更好發(fa)(fa)揮政府作用,加快(kuai)綠色低碳(tan)科(ke)技和(he)(he)機制(zhi)(zhi)創(chuang)新,健全綠色低碳(tan)法規標準體系(xi)、政策體系(xi),提升要(yao)素資(zi)源配置效益。發(fa)(fa)揮市(shi)場在資(zi)源配置中的決定性作用,落(luo)實用能(neng)權交易(yi)、碳(tan)排放(fang)權交易(yi)和(he)(he)生態保護補償等制(zhi)(zhi)度,激(ji)發(fa)(fa)市(shi)場主(zhu)體活力,形成有效激(ji)勵約束機制(zhi)(zhi)。二、主要目標"十四五(wu)”期間,全省產業(ye)結(jie)構和(he)能(neng)(neng)(neng)源(yuan)(yuan)結(jie)構優化調整取得明(ming)顯進(jin)展(zhan),能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)利用(yong)效率大(da)幅提(ti)升,煤炭(tan)消(xiao)費持(chi)續減少,新(xin)能(neng)(neng)(neng)源(yuan)(yuan)占比逐漸提(ti)高的(de)新(xin)型電(dian)力(li)系統加快(kuai)構建(jian),綠(lv)色低碳技術研發(fa)(fa)和(he)推(tui)廣應用(yong)取得新(xin)進(jin)展(zhan),減污降(jiang)碳協同推(tui)進(jin),人才隊伍發(fa)(fa)展(zhan)壯大(da),綠(lv)色生產生活(huo)方(fang)式得到普遍推(tui)行,綠(lv)色低碳循環發(fa)(fa)展(zhan)經濟(ji)體系初步(bu)形成。到2025年,全省非化石能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費比重比2020年提(ti)高5個百分點,確保單(dan)位(wei)生產總值(zhi)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)耗、單(dan)位(wei)生產總值(zhi)二(er)氧化碳排放(fang)和(he)煤炭(tan)消(xiao)費總量(liang)控制完成國(guo)家下達指(zhi)標,為(wei)實現碳達峰(feng)奠定堅(jian)實基(ji)礎。"十五五”期間(jian),產業結(jie)構調(diao)整取得(de)重大進(jin)展,清潔低(di)碳安(an)全高效的能(neng)(neng)源體系初步(bu)建立,非化石(shi)能(neng)(neng)源成為新增(zeng)用能(neng)(neng)供給主體,煤炭消費占比(bi)持(chi)續下(xia)降,重點行(xing)業能(neng)(neng)源利(li)用效率達(da)到國內先(xian)進(jin)水(shui)平(ping),科技創新水(shui)平(ping)明顯(xian)(xian)增(zeng)強,市場(chang)機制更加靈活,全民踐(jian)行(xing)簡約適度、綠(lv)色低(di)碳生(sheng)活理念的氛圍基(ji)本(ben)形成,經濟社會發展全面(mian)綠(lv)色轉(zhuan)型取得(de)顯(xian)(xian)著成效。到2030年,全省(sheng)非化石(shi)能(neng)(neng)源消費比(bi)重進(jin)一步(bu)提(ti)高,單位生(sheng)產總值能(neng)(neng)源消耗和(he)單位生(sheng)產總值二(er)氧化碳排放持(chi)續下(xia)降,順利(li)實(shi)現(xian)碳達(da)峰目(mu)標,為實(shi)現(xian)2060年前碳中和(he)目(mu)標打下(xia)堅實(shi)基(ji)礎。三、重點任務(一)能源(yuan)綠(lv)色低碳(tan)轉型行動(dong)。統(tong)籌能(neng)源(yuan)(yuan)低(di)碳(tan)發展和安(an)全(quan)保(bao)供(gong),加快(kuai)發展新(xin)能(neng)源(yuan)(yuan),穩定油氣消費增(zeng)長,科學控制(zhi)煤炭(tan)消費,加快(kuai)構建清潔低(di)碳(tan)高效(xiao)安(an)全(quan)的(de)能(neng)源(yuan)(yuan)體系(xi)。1.大(da)力(li)發展(zhan)新(xin)能源(yuan)。加(jia)快(kuai)風能資源(yuan)開發利用(yong)(yong),以(yi)(yi)(yi)沿(yan)黃(huang)淺山丘陵(含黃(huang)河(he)故道(dao))和(he)中東部平原地(di)(di)(di)區(qu)(qu)(qu)為重(zhong)點(dian),規劃建(jian)(jian)設(she)(she)一批(pi)(pi)百萬(wan)千(qian)(qian)(qian)瓦(wa)級高(gao)(gao)質(zhi)量(liang)風電(dian)(dian)(dian)(dian)基地(di)(di)(di),到2025年(nian)(nian),風電(dian)(dian)(dian)(dian)累(lei)計(ji)并(bing)網容(rong)(rong)量(liang)達到2700萬(wan)千(qian)(qian)(qian)瓦(wa)以(yi)(yi)(yi)上(shang)。加(jia)快(kuai)智能光(guang)伏(fu)產(chan)(chan)業(ye)創新(xin)升級和(he)特色應用(yong)(yong),鼓勵利用(yong)(yong)大(da)中型城市(shi)屋(wu)頂(ding)資源(yuan)和(he)開發區(qu)(qu)(qu)、工業(ye)園區(qu)(qu)(qu)、標準(zhun)廠房(fang)、大(da)型公共建(jian)(jian)筑屋(wu)頂(ding)等(deng)發展(zhan)分布(bu)(bu)式光(guang)伏(fu)發電(dian)(dian)(dian)(dian),推(tui)(tui)(tui)進登封(feng)、商城等(deng)整縣(市(shi)、區(qu)(qu)(qu))屋(wu)頂(ding)分布(bu)(bu)式光(guang)伏(fu)試點(dian)建(jian)(jian)設(she)(she),結合采煤沉(chen)陷區(qu)(qu)(qu)、石(shi)漠化、油(you)井礦(kuang)山廢棄地(di)(di)(di)治(zhi)理等(deng),建(jian)(jian)設(she)(she)一批(pi)(pi)高(gao)(gao)標準(zhun)"光(guang)伏(fu)+ eng)效(xiao)提(ti)升。發揮新興產(chan)(chan)業(ye)投(tou)(tou)(tou)(tou)資引導基(ji)金(jin)(jin)(jin)(jin)、創業(ye)投(tou)(tou)(tou)(tou)資引導基(ji)金(jin)(jin)(jin)(jin)、河南省綠(lv)色(se)(se)發展(zhan)基(ji)金(jin)(jin)(jin)(jin)等(deng)(deng)政(zheng)(zheng)(zheng)(zheng)府投(tou)(tou)(tou)(tou)資基(ji)金(jin)(jin)(jin)(jin)的(de)引導作用(yong)(yong),撬(qiao)動(dong)更多社會資金(jin)(jin)(jin)(jin)投(tou)(tou)(tou)(tou)入節(jie)能(neng)(neng)(neng)環(huan)保、新能(neng)(neng)(neng)源(yuan)(yuan)、碳捕集封存(cun)利用(yong)(yong)等(deng)(deng)綠(lv)色(se)(se)產(chan)(chan)業(ye)。加大(da)(da)(da)可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)支(zhi)(zhi)持(chi)(chi)力(li)度(du),有效(xiao)破解項(xiang)(xiang)(xiang)目(mu)(mu)建設(she)中的(de)土地供應、城鄉建設(she)、環(huan)境保護、電(dian)(dian)網適應性等(deng)(deng)瓶頸制(zhi)(zhi)約,完(wan)善可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納保障(zhang)機(ji)制(zhi)(zhi),出臺(tai)促進可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)的(de)空間要素、財政(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin)(jin)融等(deng)(deng)保障(zhang)性措施。推廣節(jie)能(neng)(neng)(neng)環(huan)保服務(wu)政(zheng)(zheng)(zheng)(zheng)府采(cai)購(gou)(gou),強化(hua)節(jie)能(neng)(neng)(neng)環(huan)保產(chan)(chan)品(pin)政(zheng)(zheng)(zheng)(zheng)府強制(zhi)(zhi)采(cai)購(gou)(gou)和(he)(he)優先采(cai)購(gou)(gou)制(zhi)(zhi)度(du)執行(xing)。(三)建立健全(quan)市場化機制。組織省內電(dian)力(li)企業積極參與全國碳排(pai)放權交(jiao)(jiao)(jiao)易(yi)(yi)(yi),加強(qiang)企業碳核查,做好(hao)排(pai)放配(pei)(pei)(pei)(pei)額(e)分(fen)配(pei)(pei)(pei)(pei)、自愿交(jiao)(jiao)(jiao)易(yi)(yi)(yi)、配(pei)(pei)(pei)(pei)套服務等工(gong)作。修訂用(yong)(yong)能(neng)權有(you)償使(shi)用(yong)(yong)和(he)交(jiao)(jiao)(jiao)易(yi)(yi)(yi)試點實施方(fang)案,完(wan)善用(yong)(yong)能(neng)權配(pei)(pei)(pei)(pei)額(e)分(fen)配(pei)(pei)(pei)(pei)辦法,推(tui)動用(yong)(yong)能(neng)權交(jiao)(jiao)(jiao)易(yi)(yi)(yi)擴(kuo)圍(wei),優(you)化能(neng)源資(zi)源配(pei)(pei)(pei)(pei)置。積極推(tui)行合同能(neng)源管(guan)理,推(tui)廣節能(neng)咨詢、診斷、設計(ji)、融資(zi)、改造(zao)、托管(guan)等"一站(zhan)式”綜合服務模式。五、組織實施(一)加(jia)強組織領導(dao)。加強(qiang)(qiang)(qiang)黨(dang)對碳達(da)峰(feng)、碳中和(he)工(gong)(gong)(gong)作(zuo)(zuo)的(de)領(ling)(ling)導,省碳達(da)峰(feng)碳中和(he)工(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小組要加強(qiang)(qiang)(qiang)整體(ti)部署和(he)系統推(tui)進,研究(jiu)重(zhong)(zhong)大(da)問題、組織重(zhong)(zhong)大(da)工(gong)(gong)(gong)程、發布重(zhong)(zhong)要數據(ju);領(ling)(ling)導小組成員單位要加強(qiang)(qiang)(qiang)配合,扎實推(tui)進相關工(gong)(gong)(gong)作(zuo)(zuo);領(ling)(ling)導小組辦公(gong)室要加強(qiang)(qiang)(qiang)統籌(chou)協調(diao),定期對各地和(he)重(zhong)(zhong)點領(ling)(ling)域、重(zhong)(zhong)點行業工(gong)(gong)(gong)作(zuo)(zuo)進展情況進行調(diao)度,加強(qiang)(qiang)(qiang)跟蹤(zong)評估和(he)督促檢(jian)查,確保各項任務落實落細。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴(yan)格監督(du)考核。落(luo)實(shi)國(guo)家碳達(da)(da)峰碳中(zhong)和綜合評價(jia)考核(he)制度,建立碳達(da)(da)峰碳中(zhong)和工作專項(xiang)考核(he)機制,對能源消費和碳排放指標(biao)實(shi)行協(xie)同(tong)(tong)管理(li)、協(xie)同(tong)(tong)分解、協(xie)同(tong)(tong)考核(he)。加強考核(he)結果(guo)應用(yong),按(an)照國(guo)家和省有關(guan)規(gui)定對碳達(da)(da)峰工作成(cheng)效突出的單位和個(ge)人給(gei)予表(biao)彰獎勵,對未完成(cheng)目標(biao)任務的地方、部(bu)門依規(gui)依紀依法進(jin)行通(tong)報批評和約談問責。各(ge)地各(ge)有關(guan)部(bu)門貫徹落(luo)實(shi)情況每(mei)年(nian)向省委和省政(zheng)府報告。
